The cross-measures of “sources, running water, burden reduction, throttling, and strict management” are divided into river basins, regions, and phases. The comprehensive treatment of water pollution, water ecological protection and water resources management are systematically and scientifically promoted according to local conditions to complete the "13th Five-Year Plan" period. Create conditions for the goal of water pollution control. Baotou City has implemented the "Eight Major Projects" this year, including industrial water pollution control, urban domestic water pollution control, river control and ecological restoration. All responsible regions and relevant departments have further strictly implemented the project work responsibility system, accelerated the project progress, and actively strived for national peace The autonomous region’s special funds for water pollution control shall establish a regular notification system to ensure the completion of the annual control project objectives and tasks.

Up to now, of the 33 engineering projects arranged in 2016, 9 have been completed and 20 are under construction. Among them, six rare earth industry wastewater treatment projects have been completed, including the zero discharge of wastewater from the Zhonghua Meixi Plant in the industrial water pollution treatment project, and the second-phase transformation project of the smelter three-effect evaporation. The completion of these projects has solved the development of the rare earth industry in Baotou. It is a win-win measure to solve the problem of environmental pollution. At the same time, Baotou City further strengthened the prevention and control of water pollution in key river basins and the environmental management of centralized drinking water sources. The third section of the Yellow River continued to meet the standards steadily, and the water quality of the 9 centralized drinking water sources in the main urban area all met the standards.
