release time:2016/06/28

"It can be said responsibly that the development of rare earths in Ganzhou has been resolutely managed, and there has not been an illegal pattern." On June 13, Leng Xinsheng, the mayor of Ganzhou City, Jiangxi Province, said during the inspection by the State Commissioner of Land and Resources. According to reports, 16 suspected illegal patterns were found in Ganzhou during the 2015 mineral satellite film law enforcement. After preliminary verification, 3 of them were legal patterns and 13 were fake patterns with no exploration and mining activities. No one was found. Illegal mining sites.

Relevant parties in Jiangxi Province pointed out that as of the end of 2015, there were 56 rare earth mining rights in the province, of which 55 were in Ganzhou, known as the "kingdom of rare earths." Taking Ganzhou as the representative, the development of rare earths in Jiangxi has gradually entered the standard period from the budding period, peak period and rectification period. In recent years, especially since 2007, Ganzhou has resolutely implemented the national rare earth strategy, and promoted the increasingly standardized rare earth mining through strengthening development management, advancing special rectification, and severely cracking down on illegal mining.

In terms of compacting responsibilities, the first is to strengthen leadership responsibilities. Ganzhou City has issued documents such as the Rare Earth Management Accountability Measures to clarify the ownership of the rare earth mining order, and implement the main party and government leadership responsibility system. Second, strengthen the construction of rare earth law enforcement teams. Ganzhou City formulated the Interim Measures for the Management of Rare Earth Minerals Coordinators, hired more than 400 rare earth minerals coordinators, and the coordinators carried out daily inspections, and transferred personnel from forestry, forest public security and other departments to form a joint law enforcement office to enhance the joint force of law enforcement. . In terms of scientific and technological supervision, Ganzhou City has installed 209 video surveillance points in 8 key rare earth counties including Longnan County, and established a municipal geological and mineral remote sensing monitoring center to conduct law enforcement inspections using drones.

Ganzhou City proposed to do a good job in the development and rectification of rare earths with a "hard hand", insist on rectification and standardization, and pay equal attention to the symptoms and root causes, strengthen daily law enforcement, investigate both incidents and people, and crack down on illegal rare earths. It is reported that since 2011, the city has investigated and dealt with 36 cases involving violations of laws and disciplines in the field of rare earths, a total of 38 people, effectively curbing signs of illegal rare earth mining.
